Does anyone know the author of this statement? ?

"But if this long overdue return to a substantive democracy is to take place, we must recognize the more dismal truth the Vietnam war has to teach us: namely, that the community's own cultural default. It has been called the "liberals war" -and so it is, to a very large degree. The advisers who have moved both the Kennedy and the Johnson administrations toward that war are, for the most part, prestigious and conventionally liberal academics from our best schools. The rhetoric and the rationale for the war, as well as a deal of the expertise that has gone into organizing the various Saigon regimes, have come from what Mary McCarthy had called "The paramilitary intellectuals." Further the very fact that the war has been able to creep steadily and with-out significant debate from an marginal commitment to a major preoccupation of our society has much to do with the silence and caution that characterized our universities prior to 1965. those who might have asked the vital questions and formulated the feasible alternative did not do so."
