Is this rude or what ?

I keep a little dish of Hershey Kisses on my desk at work.I never care if someone comes over and takes one or two. But this one woman comes over 3 or 4 times a day and takes handfuls,never asks just takes...never says (Thanks). And if I don't have any left she says "Where's the candy ?" She never offers anything she has to any of us.Would it be rude if I told her to only have one ?
