What does Yahoo! have against its roleplaying Yahoo! Chat users?

See, the thing is, Yahoo sites are not set up for the needs of the users -- they are set up for the needs of Yahoo. They may be limiting people as you indicated in an attempt to control content, control spamming, control impersonation, etc. It is their code and they can pretty much do what they want with it, for whatever reason they have.
